It is likely that a proposal to increase business property taxes over and above the already projected statewide increase of 8% for 2009 will be on the legislative agenda again this year. In preparation for that debate, it is important that business property taxpayers fully understand Minnesota's dual system of taxing commercial and industrial property. NAIOP in partnership with the Coalition of Minnesota Businesses, the Minnesota Business Partnership and the Minnesota Chamber of Commerce has developed a special educational flyer explaining that system.

Becky McDaniel Retires As Chair Of Public Policy Committee

Legislative sessions may come and go, but NAIOPs Public Policy Committee soldiers on. Established nearly 20 years ago, the hyperactive committee, led by a long list of member volunteers, spent the first part of its life working – successfully – to significantly reduce taxes on commercial and industrial property. More recently, the committee has turned its full attention to preventing a rollback of the reforms it and its coalition partners won in 2001.

For the past year, Becky McDaniel, a real estate attorney and partner in the Parsinen Kaplan Rosberg & Gotlieb, P.A. law firm, has led the committee as its chairperson. But with the 2005 session winding down (inconclusively) as this issue of the Universe went to press, Becky is looking forward to turning the reins over to her successor.

"The public policy committee is unique among NAIOPs committees for the wide range of activities its involved in, and the complexity of the issues it must deal with on almost a daily basis, year-round," she observed. "Im going to miss that level of activity and involvement, particularly with the committee members and the staff, who are all unbelievably dedicated to working for the economic benefits of our members and their business tenants and clients."

Beckys personal dedication to NAIOPs public policy causes is hardly unusual for her: she has been with the Parsinen law firm for 28 years, starting as a legal assistant on the firms real estate team. Becky was admitted to the Minnesota Bar in 1991, and is a Real Property Law Specialist. She represents a broad range of developer and contractor clients, as well as business owners with portfolios of real estate assets, advising them on site selection, due diligence, compliance, questions, title and survey, contracts, financing, acquisition, leasing and disposition. "Beckys wide experience allows her to connect with all parties involved in real estate transactions," said a Parsinen spokesperson, "a huge asset in wrapping up deals."

Leaving her committee responsibilities behind may leave more time for her hobbies of "cooking, wine, travel and husband," but it wont reduce her commitment to working toward a friendlier tax and regulatory climate for Minnesota businesses.

"Given the states bleak budgetary outlook, there is sure to be continuing pressure from the legislature to solve the problem by increasing the statewide business tax," she said, guaranteeing that the "public policy committee, and my successor, Kevin Maas of Amcon Construction, will have plenty to do."
